The Government of Malta has issued a number of incentives to assist business liquidity following the COVID-19 corona virus incident. Applications for some of these incentives are on a first come first served basis.
Covid-19 Business Assistance and Grants
Business that stopped operating due to Government Order or adversely effected by Covid-19

- Anybody in receipt of any retirement or service pension. Although the award conditions state: “The provision of a COVID Wage Supplement may only be awarded in respect to an employee’s main source of income and may not be granted to any employee who, during the relative period, is in receipt of any retirement or services pension”, Malta Enterprise is interpreting this to cover also self-employed “employers” in receipt of any retirement or services pension. In other words employers in receipt of any retirement or services pension shall not receive the COVID Wage Supplement.
- Anybody in receipt of any student stipend from Government.

Incentive for the postponement of payment of Provisional Tax, VAT and SSC on Salaries
Two-month extension granted to enterprises (including self-employed) for the postponement to pay Provisional tax, Employee taxes, maternity fund payments and social security contributions, social security contributions of self-employed persons and Value Added Tax. This incentive is available for the above taxes owed during March 2020 to June 2020 (updated 30th April 2020).

When do I pay PT, SSC of Self-Employed, FS5s & VAT returns for March and April 2020?
- PT, SSC of Self-Employed, FS5s & VAT to be settled in four equal monthly instalments in the four month period between May and August 2020
- VAT to be settled in two equal instalments with the two quarterly returns immediately following the quarter whose dues would have been deferred
Which business may apply?
The incentive is primarily aimed, but not limited to, the tourism and hospitality, entertainment, transport and manufacturing sectors that are being affected by COVID-19.

Quarantine leave subsidy
L.N. 62 of 2020 grants “Quarantine Leave” to all employees without loss of wages only in cases where the employee is legally obliged to abide by a quarantine order confining the employee to a certain area or to certain premises as determined by the Superintendent of Public Health under the Public Health Act or by any public authority under any other law. Part-timers are entitled to pro-rata Quarantine Leave.
- €350 per full-time employee on Quarantine Leave
- €350 per full-time employee who had to quarantine themselves in view of possible contact with individuals who were directly at risk of infection such as living in the same dwelling or in the same workplace

Incentive to cover Teleworking costs
This incentive supports employers & self-employed persons to invest in technology that enables teleworking. The teleworking costs shall be partially covered.
- Support shall be limited up to €500 per teleworking agreement
- Support shall be limited up to €4,000 per undertaking.
- The grant shall be awarded against 45% of the eligible cost. These costs will not be eligible for the tax credit of 45% of eligible costs offered under the Microinvest Scheme for costs incurred in 2020.
- This call is eligible for costs incurred between 15th February 2020 and 8th May 2020.
- Total support under this call shall be capped at €2M.
When must invoices be dated?
This cash rebate entitles you to claim eligible costs incurred after 15th February 2020 to a date to be established.

COVID19 - Parent Benefit: Benefits for parents or single parents with children of school-age
In the event that parents or single parent families who are employed in the private sector, have to stay at home to take care of their school-aged children (children under 16) and who cannot carry out their employment functions through teleworking arrangements shall be entitled under the COVID-19 Parent Benefit:
- €166.15 per week for full-timers
- €103.85 per week for part-timers
- Social Security Contributions will be paid and the future contributory pension rights will be safeguarded
- Children’s Allowance (if entitled) may be adjusted up to the maximum rate of €24.08 per week per child
- In Work Benefit (If entitled) will remain unchanged
- Tapering of Benefit scheme (if entitled) will remain unchanged
This application may be filled by parents employed in the private sector, with children under 16 years of age, who are not able to work from home, and who due to the impact of COVID-19, after 8th March 2020 cannot go to work to take care of their children.
COVID19 - Person with Disability Benefit: Benefits for persons with disabilities
Persons with Disability who work full-time or part-time in the private sector and are duly registered with Jobsplus as a person with disability (hoving a Special ID No or EU Disability Card issued by the Commission of the Rights of Persons with Disability), have to stay home for health and safety reasons due to Covid-19 on medical advice and are unable to work from home, may apply for the Covid 19 – Person with Disability Benefit which entitles them to:
- €166.15 per week for persons employed full-time
- €103.85 per week for person employed part-time
- Social Security Contributions will be paid and the future contributory pension rights will be safeguarded
- Disability Assistance will remain unchanged

COVID19 - Additional Unemployment Benefit: Benefits for persons who became unemployed after the 8th March 2020
Persons who qualify for the Contributory Unemployment Benefit, worked in the private sector and eligible for the Covid-19 – Additional Unemployment Benefit, shall be entitled to:
- €166.15 per week if person was employed full-time before he/she became unemployed
- €103.85 per week if person was employed part-time before he/she became unemployed
- Social Security Contributions will be paid and the future contributory pension rights will be safeguarded
- Children’s Allowance (if entitled) may be adjusted up to the maximum rate of €24.08 per week per child
- In Work Benefit will remain unchanged
- Supplementary Allowance (if entitled) may be adjusted up to the maximum rate of €4.57 per week for single persons and €12.54 per week for couples
Application form for unemployed persons is not required, yet a Termination Form must be submitted to JobsPlus and the employee must have become unemployed after the 8th March 2020. The person must also be registering for work with JobsPlus under the Part I Register to automatically receive the above benefits.
This Benefit is not available for Self-Employed persons.

Persons employed in the private sector, employed full-time or part-time, who after 27th March 2020, were ordered by the Superintendent of Public Health not to go to their workplace, are not to leave their home, are not able to work from home and are not being paid by their employer during their absence from work due to the impact of Covid-19, may apply for the Covid 19 – Medical Benefit which entitles them to:
- €166.15 per week for full-timers
- €103.85 per week for part-timers
- Social Security Contributions will be paid and the future contributory pension rights will be safeguarded
- Children’s Allowance (if entitled) may be adjusted up to the maximum rate of €24.08 per week per child
- In Work Benefit (If entitled) will remain unchanged
- Supplementary Allowance (if entitled) will have rate adjusted taking into consideration the new income earned and this may increase up to the maximum rate of €4.57 per week for single persons and €12.54 per week for couples
Exclusions – This entitlement is not available for employees who have reached retirement age
Documents – The copy of the letter received with the order of the Superintendent of Public Health must be kept as it will be required for submission
Eligibility – Employee must:
- Suffer from diabetes and is dependent on insulin
- Is on biological medicines
- Had cancer in previous six months
- Is immunosuppressed
- Is undergoing renal dialysis
- Is pregnant
- Was admitted to hospital for some respiratory disease over the previous six months
- Had a heart condition in the previous six months
- Is attending the heart failure clinic
- Is on oral steroids

Jobsplus assistance to 3rd Country Nationals who lost their job
New job applications of Third Country Nationals accepted ONLY in exceptional cases
No new third country national applications will be received from now on except for applications related to highly qualified persons.
Enterprises who terminate an active employment contract shall be denied the possibility of recruiting third country nationals.

- Government is offering bank guarantees for enterprises requiring:
- operational loans with low interest rates, and
- longer loan repayment periods.
These guarantee schemes will be financed by grants from the National Development and Social Fund and EU funds.
